Late 90s Motown style pop craze

I think it's fair enough to link it back to the 1960s and Phil Spector's Wall Of Sound (rather than Motown), because that influenced early Abba so much. But yes, the direct rip off is Waterloo. And presumably very intentionally, as it was the 25th anniversary of it winning Eurovision.
 
Rip-off merchants Texas' When We Are Together would have been a great song for Diana Ross to have covered.



2001 might miss the cut off point, but Billie Ray Martin's Where Fools Rush In also springs to mind:
