Anyone can click around in Street View! Go to Google Maps and drag the little man onto somewhere interesting. You can click also on the dots representing photo spheres and look around them with your mouse.

It's just that Wander puts it into VR so you can feel like you're looking around, view nearby 360 photo spheres as if you're in the middle of it looking at the architecture etc.
